On April 16, 2025, Valero Refining Company-California submitted notice to the California Energy Commission of its current intent to idle, restructure, or cease refining operations at Valero’s Benicia Refinery by the end of April 2026. Valero stated that the company would continue to evaluate strategic alternatives for its remaining operations in California.
On January 6, 2026, Valero provided an update on its plans to safely proceed with idling refining operations through a phased approach, starting with its processing units in February, due to required mandatory state inspections that cannot be deferred. The refinery will continue producing gasoline as it works down the inventories, but expects most of its refining process units to be properly idled by April. Valero stated that the company would continue to evaluate strategic alternatives for its remaining operations in California.
As part of the process, Valero is working with Bay Area-based Signature Development Group to evaluate redevelopment opportunities for the Benicia refinery property.
With over two decades of experience, Signature Development Group is helping Valero to develop a collaborative, community-focused approach to the redevelopment of the property that meets the needs and conditions of the surrounding area and delivers lasting cultural and economic value. This property was formerly a U.S. Arsenal, closed by the military.
Later, it was turned into an industrial and commercial area, including a refinery.
As the region evolves, Benicians have an opportunity to help inform what may come next with the property.
