On April 16, 2025, Valero Refining Company-California submitted notice to the California Energy Commission of its current intent to idle, restructure, or cease refining operations at Valero’s Benicia Refinery by the end of April 2026. Valero stated that the company would continue to evaluate strategic alternatives for its remaining operations in California.

As part of the process, Valero is working with Bay Area-based Signature Development Group to evaluate redevelopment opportunities for the Benicia refinery property.

Signature Development Group is early in the evaluation of the potential redevelopment of the Valero Benicia Refinery property. We do not have a specific project proposal at this time.

We are listening to community input, evaluating the opportunities and potential limitations of the property, and collaborating with the City of Benicia, our neighbors, and the broader community.

As we study site conditions, we’ll also be engaging with residents, businesses, city leaders, and community stakeholders to better understand community needs and possible ideas for redevelopment.

Our goal: Take a thoughtful, fiscally responsible approach to redevelopment that includes community input and respects the City’s history while identifying economically viable opportunities and planning for the future.
